Kuru̽ Kibu (/ˈosɑ/ /ˈkibu/ [mauve] [beauty]) is a subtropical Town located in Domàza Hu̹hâzû County, Kahotivupunabu Empire, within the Warrenese Shogunate.

The name Kuru̽ Kibu is derived from the Wareneese language, as Kuru̽ Kibu was founded by Coralone Dyeshe, who was culturaly Wareneese.

Climate

Kuru̽ Kibu has a yearly average temperature of 16°C (60°F), with its average temperature during the summer being a pleasant 25°C (77°F) and its average temperature during the winter being a cold 8°C (46°F). Kuru̽ Kibu receives an average of 190 cm/y (74 in/y) of precipitation, most of which comes in the form of rain during the fall. Kuru̽ Kibu covers an area of nearly 5 km2 (2 mi2), and an average elevation of 7316 m (-18947 ft) above sea level.

Overview

Kuru̽ Kibu was founded durring the early 15th century in fall of the year 1410, by Coralone Dyeshe. The establishment of Kuru̽ Kibu was somewhat plagued by a lack of willing colonists, leading to Coralone Dyeshe electing to pay people to resettle in Kuru̽ Kibu.

Kuru̽ Kibu was built using the conventions of Wareneese durring the early 15th century. Naturaly, all settlmentss have their own look to them, and Kuru̽ Kibu is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Kuru̽ Kibu is buildings are arranged arround a network of narrow cobblestone streets which form a diamond shaped grid, where each diamond verries in size given the proximity of the paralell streets forming each section. The ocasional smaller diamond has been used to construct a park, plaza, and other communal structures. The town is the proud owner of a properly designed set of renforced walls made from mighty querried stone blocks. Their construction and material choices would make a dwarf weap with joy, for each and every part of the elaborate fortifications are purly functional and robust well byond reason. Even nonexperts can tell the walls are an excelent defencive structure. The exceptionaly well made fortifications have not been wellmaintained over the years, and while functional are in dire need of some loving care and perhapse light renovation.

A look around Kuru̽ Kibu gives you an uneasy feeling. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring jsut long enough for it to be uncomfortable. Beneath this surface, the people of Kuru̽ Kibu can be overheard having academic discussions, as well as talking about scholarly subjects in general. It’s quite clear Kuru̽ Kibu places a lot of value on education and being a learned individual.

Civic Infrastructure

Kuru̽ Kibu has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.

Kuru̽ Kibu has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Kuru̽ Kibu. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Kuru̽ Kibu's parks.

Kuru̽ Kibu has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kuru̽ Kibu.

Kuru̽ Kibu has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Kuru̽ Kibu has a Guild of Nurses, which is tasked with caring for the elderly and infirm in accordance with local ordinances, religious values, and customs.

Kuru̽ Kibu has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.

Kuru̽ Kibu has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Kuru̽ Kibu has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kuru̽ Kibu's public wards, blessings, and other arcane systems.

Kuru̽ Kibu possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Kuru̽ Kibu's grid is powered by mana accumulators.

Kuru̽ Kibu possesses an older civil lighting system consisting of street lamps. In spite of the Galvanic Grid, these lights continue to use their old fule sources to provide nighttime illumination to all city streets.

Kuru̽ Kibu has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kuru̽ Kibu's natural decorations nor waterways.

Kuru̽ Kibu has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Kuru̽ Kibu has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Kuru̽ Kibu's garrison was built using a different architectural style from the rest of the town. The style used is characterized by dynamic designs and complex architectural plan forms; intended to heighten feelings of motion and sensuality, and frequently based on the oval. It made extensive and extreme use of: Grandeur, Contrast, Curves and twists, Rich surface treatments, Gilded statuary, Bright colors, Vividly painted ceilings, Fragmented or deliberately incomplete elements, Large-scale frescoes, Dramatic central projections on an external facade, the use of plaster, stucco, or marble finishing, Illusory effects such as trompe l’oeil, and pear-shaped domes. While beloved by the nobility, the common folk tended to despise the style due to the massive consumption of resources required for even a small building constructed in this style.

Due to the actions of local Kami, spring is long in Kuru̽ Kibu.

The Sylph near Kuru̽ Kibu are known to be quite timid.

Kuru̽ Kibu's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves reenactments to channel Summoning energies of tier 2 via speaking in tongues.
